The foundations of our democracy are under attack with many Canadians still at risk from the influencing algorithms of foreign-owned social media companies and foreign-based disinformation campaigns. And notably, countries with strong, well-funded, and independent public media are linked to healthier democracies. With this in mind, we are calling for the leaders of all political parties to delay a snap election until key recommendations to safeguard our democracy are fulfilled. We ask that: Bill C-65 (An Act to amend the Canada Elections Act) be passed. Bill C-290 (An Act to amend the Public Servants Disclosure Protection Act and to make a consequential amendment to the Conflict of Interest Act) be passed Fully implement Bill C-70 (An Act Respecting Countering Foreign Interference) All federal leaders apply for security clearance, as per the Foreign Interference Commission report recommendations. Funding for Canada’s public broadcaster will be doubled to match the G7 average of $62.20 per capita. *Note: If an election is called and the opportunity to have these bills passed is missed, the demands will flip into calling for all parties to include these actions in their campaign promises. Nous demandons que : Le projet de loi C-65 (Loi modifiant la Loi électorale du Canada) soit adopté. Le projet de loi C-290 (Loi modifiant la Loi sur la protection des fonctionnaires divulgateurs d’actes répréhensibles et apportant une modification corrélative à la Loi sur les conflits d’intérêts) du Bloc soit adopté. Tous les chefs de partis fédéraux obtiennent une habilitation de sécurité, conformément aux recommandations du rapport de la commission sur l’ingérence dans les affaires étrangères. The Hogue Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions issued a final report in January that fails to recommend critical reforms. While Commissioner Hogue identified disinformation as the greatest threat to Canada’s democracy, the report lacks strong measures to prevent, prohibit, or penalize it.
